This passage is referring specifically to our inability as fallen humans to follow God's law perfectly, and thus our need for the Gospel of Christ, which is the power of salvation. I don't think there's anything here that specifically touches on the issue of DCT. At any rate, the point of the passage doesn't seem to be suggesting that there exists some sort of morality outside of God.
It's also worth noting that the Law given to Moses in the OT is not equivalent to the LAW of God (or what we might call the Natural Law).
