This passage is referring specifically to our inability as fallen humans to follow God&#039;s law perfectly, and thus our need for the Gospel of Christ, which is the power of salvation.  I don&#039;t think there&#039;s anything here that specifically touches on the issue of DCT.  At any rate, the point of the passage doesn&#039;t seem to be suggesting that there exists some sort of morality outside of God.  
It&#039;s also worth noting that the Law given to Moses in the OT is not equivalent to the LAW of God (or what we might call the Natural Law).]]></description>
